The Americans with Disabilities Act (ADA) has regulations for exterior stair handrails in California that include:
Location
Handrails must be on both sides of the staircase, except for stairways that serve a single dwelling unit, which may only need one handrail. Open stairways must have handrails on the open side or sides.
Height
The top of the handrail must be 34–38 in (864–965 mm) above the nosing of the treads.
Continuity
Handrails must be continuous for the full length of each stair flight. If the handrail is not continuous, there must be a horizontal extension of at least 12 in at the top and bottom of the run, and at each top riser.
Grip
The gripping surface on top of the handrail should be designed to provide a grasping surface to prevent people from falling.
